The DeCA is the administrative control document that must accompany every public road haulage of goods within Spain (Order FOM/2861/2012). From 5 October 2026 it must be digital, under the resolution of the Directorate-General for Road Transport published in the BOE (Spain's Official State Gazette).
The digital DeCA is a PDF with a QR code that opens the document at a web address, with no password.

A data connection is needed to generate or change a DeCA. The app opens even without signal and tells you so, so it is best to generate the DeCA before setting off and carry it saved on your phone.
You edit the haul and generate a new version of the DeCA, with its own QR code. The earlier versions are kept so that the change is on record.
Each DeCA is kept for one year. During that time you can reopen it, share it or send it by email.
